The Irish Beach Water District (IBWD) delivers and treats water through a series of delivery, storage and treatment facilities located within Irish Beach. It is subject to the Health and Safety Code of the State of California and regularly submits water analyses to the Department of Health Services for confirmation of water quality.
The Water District is governed by a five member Board of Directors. The positions are elected for four year terms and two for two year terms. Any property owner within Irish Beach is eligible to serve as a Director. Election of directors are by ad valorem vote of property owners, as specified in the California Water Code.
The directors elect officers in accordance with the Water District By Laws. Current directors and officers are:

The day to day operations of the District are managed by Charlie Acker. Operations Manager Charlie has two part time employees, Paul DeVaul (Technician) and Dewey Rogers (Technician in Training). The District's administrative affairs, including billing and arranging for hook ups, are managed by the District's Office Manager, Annette Fromwiller. She also serves as secretary to the Board of Directors.
The Board of Directors meets the second Saturday of the month at 10:00 a.m. at the Irish Beach Fire House. The By Laws provide for meetings every odd numbered month (i.e: Jan, Mar, ...).
Water rates for the delivery and use of water are set by the Board of Directors, based upon budgetary requirements for general operating expenses. The rates in effect for the fiscal year beginning October 1, 2002 are as follows:
Availability: $56.84 Per month
Usage: $3.10 per 1,000 gallons (prorated to the gallon)
Under a Proposition 218 ballot process, property owners have voted a benefit assessment for each parcel in the District. As a result, the assessment is no longer billed by the District but has been applied to property tax and is collected by the County of Mendocino. The assessment charge for this fiscal year (October 1, 2005 through Septempber 30, 2006) is $188.88 per parcel whether a bare lot or a home. Funds collected go into a special account that has restricted use
